aggregation so each district’s data stays isolated while leadership still gets a consolidated view. Offline-resilient
design keeps field-critical modules working through patchy connectivity. Every sensitive action is written to an
immutable audit log, access is governed by role-based permissions, and data is encrypted both at rest and in transit.
